In September 2018, Toronto led the way among all Canadian cities in regulated sales. This was nearly as high as the provinces of British Columbia and Quebec combined. The province also used city boundaries to limit the number of regulated Toronto dispensary cannabis stores in Toronto. In some areas, the city limits prevent them from operating. For example, Mississauga is banned from having regulated cannabis stores, but Toronto’s government has allowed at least five dispensaries to operate.
